It's from a Malayalam proverb...meaning....a quarrel/problem can't be formed unless from both sides. i.e. If one remains silent, then no problem at all. What do you people think?
Frankly speaking, I don't believe so. Sometimes our silence makes our opponents more strong and create many problems against us. Sometimes we need to respond. Isn't it?

Yes silence is the best answer.Quarels/arguements gets heated up if both parties speak up its better that one of them keep quiet to settle it. :)

If the other party just shouts and threatens, you may ignore and do your job as usual. But if the other side physically disturbs or makes violence, you must retaliate. In short, you may tolerate a barking dog. But when the dogs begins biting, tolerance ends.

Often silence causes more restlessness in the other person which irritates him more since he was waiting for a response to bark at.

If at one side, any person is silent and on the other side, another person is going on and on talking bad about the person who is silent, then at some moment his silence will break and the issue could go worse.
