The court has decided to cancel the process of appointment in this particular case. The government had more than 2.3 million applications to handle and the posts were only 350+. I think higher educated people could have opted for departmental exams for getting a promotion which is a common practice.

Yes. In this case, it takes at least 2 years for holding inteviews. Even if people want to appear for departmental exams, one needs to have a job first. That's why many people applied for the peon's post.
