This is what is supposed to be. But we don't have ministers of right calibre. In fact, in most cases, it is the senior bureaucrats who take decisions and ministers simply go by the dotted line. In fact, the entire government is run by the middle level and lower level clerks. They are the back bone of entire government. That is why Indian Civil Service (now IAS) is called steel frame.

Then they get some on deputation. Many times, decision is taken after consulting other ministries also. So system is okay.

However there is dilution in effective implementation down the line which gives the negative impression. This area needs to be tightened and can be done by publicizing government programs to the beneficiaries and alert citizen groups can monitor.

When I came to know of 'samajvaadi pension scheme' of U.P. government, I informed two or three persons who are eligible to the scheme. I knew that the beneficiary being uneducated would not get the pension without some active help. I suggested her to approach the member of municipal corporation living nearby. This worked. The member helped her get form and complete this and pursue the case. As the govt. is of Samajvaadi Party, I referred the beneficiary to corporater of the Samajvadi Party. The grass root politicians are generally helpful in these cases. The govt. officials would not approach the beneficiaries. The beneficiaries have to approach the govt. office. Here the role of social and political workers at grass root level gets significance.

Old age pension and widow's pension schemes that we have here which were impemented by Ramkrishna Hegde of Janata government has been a great boon to many. Thankfully it has been enhanced by Kumaraswamy when he was in power ...But even then the amount Rs 500 is far too little and shd be enhanced ! Of course the other argument wd be that even that amount costs a great deal to the exchequer and further enhancing it means curtting down elsewhere..

I have also seen that the grass root political workers are not only helpful but most of them are committed to their parties. Perhaps the commitment gets diluted up the hierarchy when they feel they have made it and power also starts its corrupting influence. I admire your gesture as an alert citizen.
